At its last session, the Government adopted a decision to provide free
internet access to all the student dormitories, allocate digital
signatures to all the employers in Macedonia, and to undertake measures
for attracting investments in the area of electronic commerce.
The project for setting up free internet access in the student dormitories is ongoing in all the dormitories in Skopje, Prilep, Ohrid, Bitola, Shtip, in the student dormitory Senik as well as in the new student dormitory in Gostivar, stated Ivo Ivanovski, minister without portfolio in charge of information society, during yesterday’s press-conference held in the Government of the Republic of Macedonia.
According to him, there will be a free internet connection in all the rooms of the 10 student dormitories within six months.
The goal of the project for allocating digital signatures to all the employers in the Republic of Macedonia is the submission of an authorized digital identity to all the legal and physical entities that have the legal obligation to declare and pay taxes. The certificate is publicly acknowledged with article 13 of the Law on electronic data and digital signatures, Ivanovski said.
He outlined that the project is focused on registering the complete employers’ population with a digital identity that will enable the performance of all kinds of electronic operations and their adoption without any limitations by the certificate issuer.
With this service, the employers will be able to electronically complete the services instead of going to the desks, but they should have an electronic certificate for this, emphasized Ivanovski. The services could be implemented in the pension and health insurance funds, Central register, Customs, Employment Agency where the employment or dismissal of employees could be announced, and in the new electronic public procurements system.
Minister Ivanovski stressed that the Government has decided to undertake measures for attracting investments in Macedonia in the area of electronic commerce. In the future, the electronic commerce will be the engine of every country’s development.
The number of contracts in the area of electronic commerce is growing from year to year. The sale in the internet stores is more than comparable with the sale in the regular shops, said Ivanovski emphasizing that Macedonia should focus on the tax system in order to encourage foreign investments in this field.
He outlined that along with this proposal, several tax scenarios have also been submitted: for electronic commerce, profit tax, turnover tax and for online games of chance and betting. According to Ivanovski, the Ministry of Finance should submit an opinion to the Government within three weeks on which of these proposals are acceptable and will be applied in practice.
