The ApplyOnline electronic application for employment in the state
administration has been selected as this week’s ePractice.eu Editor’s
Choice. This is the 38th application that received this prestigious
award, out of the 810 that were submitted.
It should also be emphasized that this is the first award for an e-Government case study from a country which is not an EU member-state.
“In cooperation with USAID’s eGov project and the software company NextSense, we managed to implement an electronic system which is free and intended for the citizens of the Republic of Macedonia, offering a simpler and more efficient manner of employment in the civil services”, stated Aleksandar Ugrinoski, State Advisor on information technologies in the Civil Servants Agency (CSA).
“Some of the reasons for our application being selected as a good practice case are the key benefits of actively using the system: an increase of the average number of job applicants per position by seven times compared to the period before the application was used; continuous increase of the number of applications submitted online (from 78% in 2006, 88% in 2007, to the current 93%. The upgrade of the system which was initiated in September 2007 replaced the traditional method of informing the applicants by regular mail, with notifications sent by e-mail and sms messages. With this upgrade alone we were able to save 440.000 denars from the Macedonian tax payers”, Ugrinoski stressed.
This system provides online announcement of all the civil service employment advertisements, the candidates are able to apply online, the back office work of the employees in the CSA is fully automated, and the professional exam is conducted on special testing software.
The Editor’s Choice is a label which distinguishes good practice cases that are particularly interesting to the ePractice.eu community due to the quality and extent of the information provided, the scope of the project, its innovation and relevance for the sector.
The ePractice.eu portal is created by the EU and offers services to the expert public from the EU member states, the candidate countries, and to the EFTA member countries.
