The Working Group of Internet Governance Report comes as a reply to the U.S. statement that it has no intention of surrendering control of root zone file
The Working Group of Internet Governance Report comes as a reply to the U.S. statement that it has no intention of surrendering control of root zone file (i.e. a server internet network could not function without). The report offers four possible solutions (what should be done with the Internet Corporation of Assigned Names and Numbers - ICAAN). First solution is replacement of the US Government in one of the executive boards with independent participation of the private sector and civil society associations. USA does not support the idea ICANN to be govern by international bodies and to loose the present position. Second option is abolition of the oversight organization and creation of international forum for discussion of internet issues. Third option (considered possible if countries are ready to reach an agreement) is creation of International Internet Council that would deal with internet issues that arise on the national level. In this case ICANN's mandate would need to be altered. On one hand this option does not interfere with ICANN (which is in US interest), while on the other hand it politically strengthens national bodies responsible of governing names and numbers (ccTLD, ex. MARNet for Macedonia). And the fourth option (most radical and progressive, but least possible considering the US interests) is creating a World Internet Corporation for Assigned Names and Numbers as well as a Global Internet Policy Council.
