Makedonski Telekomunicii is entitled to alter each articles of the ADSL contract with the users. This was the answer provided by the internet provider Makedonski Telekomunikacii to the request for explaining the company’s announcements for additional fee of 175 denars plus VAT for additional 512 MB internet traffic starting for November 1, 2005 if the monthly limit for traffic is exceeded.
Citizens and managers of many companies react since the current contracts signed between ADSL users and MT do not have provision that allows Telecom to alter the terms of ADSL service. Users ask how the biggest Macedonian internet provider can bridge the contracts that do not provide alterations in ADSL service. “MT will bridge the contracts with its clients (physical and legal entities) in which is clearly stated that MT is entitled to decrease the internet access speed if the monthly traffic exceeds 4GB for hobby package, 10GB for office package and 25MB for profi ADSL. Nowhere in the contracts is provided that MT is entitled to charge extra if the clients exceed monthly limit,” said a ADSL user. Makedonski Telekomunikacii said that they were forced to introduce this since some ADSL users misused ADSL service by sharing the line with several unregistered users. They added that the new terms do not alter the price of the service, do not change the tariff and do not introduce new blocks in ADSL service. According to the Telecom users must be aware of the fact that they are entitled to limited internet traffic as stated in the contract. They added that the users can control the internet traffic on the web site www.adsl.com.mk. “The Telecom will no longer decrease the internet traffic speed to the users that will exceed monthly limit, but they would be able to use the service for an extra charge,” said from Makedonski Telekomunikacii. ADSL users said that they cannot be certain that Makedonski Telekomunikacii provides reliable information for exceeding the monthly limit for the internet traffic. “It is quite common users to be charged for conversations they have never led. It is very difficult for the ADSL users to have realistic idea whether they have really exceeded traffic limit provided by a certain package. MT can very easy misuse this situation and illegally charge for exceeding the limit, as they do with the telephone bills," said one of MT’s clients.
