Starting form 2006 all legal and physical entities are obliged to report MPPP online. This is good news since it increases the availability of e-services which should ease and simplify the procedures for the citizens towards fulfilling their obligations to the state. Nevertheless, it does not comply with the National Strategy for Development of Information Society (NSDIS) which was adopted by the Government in June, and by the Parliament in September.
NSDIS states that in order citizens and civil associations to be able to participate in creation of information society, e-services which will not depend on any software platform should be made available to them. But, the Fund for pension and invalidity insurance offers client software for MPPP that requires Microsoft Windows 98 SE or later, and .NET Framework. In Macedonia people can only buy Microsoft Windows XP Professional and Microsoft Windows XP Home that cost from 60 euros + VAT.
.NET Framework is an application that supports other software solutions which does not require licensed proprietary software. Licensed software produced by Microsoft is too expensive for the majority of citizens. Thus, the software for MPPP leaves no chance to the citizens to choose what kind of software they are going to use in order to fulfil their obligations to the Fund and the state.
This action of the Fond is not in accordance with the national Strategy for Development of Information Society, and it is contradictory with the claims of high state officials that strategic partnership with Microsoft will not influence the software that will be offered for the e-services, i.e. that the citizens will not be forced to use software produced by a certain company.
