The agreement was signed neither with tender, nor evident strategy for ICT development.

At one of its recent sessions, the Macedonian Anticorruption Commission reasoned that the agreement signed between Microsoft and the Macedonian Government was executed without transparent procedure or public tender and regardless the Public Procurement Law.

In its announcement, the Commission points that not all of the alternatives for using competitive software were considered.

- By signing this agreement, another monopoly, along with Okta, Telekom and others, is being created in Macedonia, more effectively and directly– says the report.

The Anticorruption Commission claims the Government enters into long-term licence dependence from Microsoft, which will mean greater expenses for constant payment of new versions.

- The Government signed the agreement without clear strategy for future orientation towards development of information technology in public institutions, as well as development of national companies in this area.

According to the agreement, the payment of Government’s obligations will be executed directly on the Microsoft’s account – says the report.
