Concessions of Makedonski Telekomunikacii and both mobile operators, Mobimak and Cosmofon, will be synchronised with the provision of the Law on electronic communications by the end of July at latest.
Inter-department governmental working group together with the consulting house Deloitte and Touche, that has been chosen to assist the process, and representatives of the operators should synchronise the opinions about the privileges, i.e. rights and commitments imposed to the operators by the Law. The most sensitive part will be provisions on service prices and the formula for their defining.
EU recommended abolition of concession agreements giving exclusive rights to Makedonski Telekomunikacii, Mobimak and Cosmofon as soon as possible, in order to develop competitive electronic communication market that will have space for other operators.
According to the Law on electronic communications concession agreements do not exist as legal document. Concession will no longer exist since the operators need to register, i.e. notify in the Agency for electronic communications. Since the adoption of the Law on electronic communications, the synchronisation of the concession agreements has been identified as one of the obstacles for complete liberalisation of the telecommunication market, especially if one considers the privileges that this document grants to Makedonski Telecomunikacii by the year 2018. The synchronisation process is running late. It should have been finished by the November 2005, but the synchronisation has been postponed due to selection of consulting house. Although the Law predicts the synchronisation process of four months, additional efforts will be made to shorten the process because of the parliamentary elections campaign that starts in June.
