There are no standards for internet services in Macedonia and therefore there are no legal obstacles for juveniles to browse through porn sites in cyber cafés. Lack of regulation and disobeying world regulation are also reasons for internet users not to have protected personal information.

“Nobody controls whether there is violation, whether the facilities have separate room for children, and whether the computers are equipped with porn filters,” said Filip Stojanovski, project coordinator at the Metamorphosis foundation for development of information society.

Cyber cafés are not obliged to protect customers’ privacy since there is no law that regulates this business, added Stojanovski. [Cyber cafés are registered with the Law on Games of Chance (NB)].

“Cyber cafe owners have no obligation to protect users’ privacy. In the case of violation of privacy, the users have nobody to complain to. There are programs that record everything and nobody guaranties to the users that they are protected from such thing,” said Stojanovski.

Cyber cafe owners reject accusations and said that users’ information are protected and employees in cyber cafés monitor the content that juveniles under 18 years of age are browsing. Some of them are trying to physically separate juveniles from the users browsing through porn sites.

“We use Cyber café software that does not allow the user the see the data of the previous user, not even the data in the recycle bin. Regarding the juveniles, I must admit that we have a hard work to do,” said Tomislav Rilkov, owner of Ajvar internet cafés in Skopje.

He said that in one of his cyber cafés there is a separate room for people browsing through porn sites, but in the other cyber café there is not enough space, so the employees are monitoring juveniles.

Stojanovski thinks that in order to regulate this sphere and to protect the people surfing in the public cyber cafés a law should be adopted or the Law on Information Society predicted with the Nacional Strategy on Information Society to be made more precise as soon as possible.
