Mass computer education for all citizens from 18 to 60 years regardless their qualifications and introducing informatics as compulsory subject in primary education are just few of the many pre-election promises in then new government program that are related to accelerated development of information society in Macedonia. In VMRO-DPMNE, the new ruling political party, claims that the establishing of ministry of information society is a certain thing. The ministry will be the bearer of the accelerated ICT introducing in Macedonia program. However, for realisation of this idea the ruling party needs support from the opposition.
Vlatko Chingoski, member of VMRO-DPMNE’s executive committee, said that they will ask for alterations in the Law on Government in order the ministry of information society to be established. It will be one of the first initiatives predicted in the party’s program.
“Main objective of this idea is to accelerate the ICT development, thus Macedonia making quantity leap in implementation of ICT at the same level as the developed countries. The idea is the number of ICT educated experts in all spheres to be increased because without such knowledge Macedonia cannot make progress. Therefore, I think that all political parties should accept the idea for establishment of Ministry of information society. Additional reason for establishment of the ministry is the reason that this ministry will not be a burden to the budget since only few people will be employed, while additional personnel, IT experts, will be transferred from the Ministry of transport and communications and from other ministries,” said Chingoski.
There are many measures for increasing the use of ICT and development of e-society. In addition, 50.000 computers are planned to be purchased. Part of them will be disseminated in the schools free of cost, and part of them will be given to Macedonian citizens at very favourable terms and dealer price. Financial support for education of 5.000 IT experts as well as monthly scholarship of 5.000 denars for the best students is announced. The program predicts free internet access for all Macedonian citizens in the period from 6 to 12 months, implementing ICT in the health care, customs, public administration. Deadline for establishment of the Ministry of information society is the end of the year 2006.
Ivo IVanovski, IT advisor to Nikola Gruevski, has already been mentioned as the minister for information society. He is from Bitola, and works as a manager of Plaskolite Inc. IT department, one of the biggest manufacturers of plastic in Ohio, USA.
