Information technology should be used in the process of transforming democracy, and in order to comply with the EU standards and practices in the ICT sector, Macedonia needs to enhance the ICT strategies so as to improve the functioning and efficiency of the eGovernment, recommended the We-Go project participants from Europe.
Subsequently, during the event, representatives of the Ministries of Justice, Finance, the Public Revenue Office, Customs Administration, Civil Servants Agency etc., presented the ICT strategies of these ministries and agencies as well as their ongoing and future projects. They also presented the eGovernment services (eGovernment is defined as the use of ICT in public administrations combined with organizational change and new skills in order to improve public services and democratic processes, and strengthen support to public policies) provided by these institutions:
Public Revenue Office – eFinance
• VAT Information Exchange System (VIES) • Macedonian eTax Filing Service (USAID eGov Project) • Possibility to fill out tax returns online, thus reducing administrative costs, eliminating human errors and offering faster and more efficient collection of taxes. • Providing help and advice to the taxpayers for voluntary fulfilling of their responsibility • The system is used by the 130 biggest companies
Increased transparency, security, improved information access and tax payer services are some of the benefits of these ICT solutions
Customs Administration – eCustoms
Providing all necessary procedures to uniform functioning of the customs system Supporting fiscal, protective and controlled mechanisms of the customs system
Integrated Border Management System (ongoing project): • Single Window: Opportunity to the importer/exporter to submit all necessary documentation to the designated government in one step • One Stop Shop: performing necessary border control in one stop
Ministry of Justice – eJustice
ICT strategy for justice computerization in the future
• Providing Internet in every court, renewing hardware and ICT staff employment • Upgrade of the Judicial Information System and training for the personnel • Development of new software solutions • Introducing electronic methods in judicial processes (ex. the automated system will decide which case goes to which judge) • Establishing an independent and functional judiciary
Public Procurement Bureau - eProcurement
eProcurement (USAID eGov Project) • On-line system that supports the procurement process • Eliminating the human factor and offering fair and competitive tender process The Public Procurement Bureau is in the phase of developing new software and system, adequate to the new Public Procurement Law.
Civil Servants Agency – eAdministration www.ads.gov.mk
• Electronic Filing System (paperless government) • On-line system for employment that replaced the previous inefficient system for employing civil servants (86 percent of the applications are now submitted online)
The project “Evaluation of the potential for good governance in Macedonia” implemented by the Foundation Open Society Institute Macedonia in cooperation with the General Secretariat of the Government of the Republic of Macedonia and Metamorphosis Foundation conducted a research in order to identify the needs for IT training of the civil servants of the public administration in the Republic of Macedonia.
The data will be used for establishing the main priorities for IT training, planning the appropriate budgets and at the same time providing crucial assistance in the design of modules for the future training of the civil servants.
Generally, most of the ministries’ representatives stated that there is a lack of personnel in their IT sectors, and therefore additional ICT staff employment is needed.
