In order to analyze the current situation of eGovernment in Western
Balkan Countries (WBC) the authors used eGovernment benchmarks,
analyses of National Information Society (IS) Strategies and performed
a study on implementation level of eGovernment.
EU methodology developed by Capgemini to measure online sophistication
of basic public online services and percentage of fully available
online services was used to evaluate four WBC (Macedonia, Serbia,
Montenegro, Bosnia and Herzegovina), comparing their progress in the
area of eGovernment services with the EU countries. The authors also
analyzed the respective National IS Strategies, especially those parts
which cover realization of eGovernment concepts. This study analyzes
the action plans level of implementation and also presents several
issues given by Stability Pact eSEE initiative.
By analyzing current situation the authors identify real essential
problems and provide guidelines for better implementation of
eGovernment services in WBC.

Within the framework of the e-Local Government Project, organized and supported by the USAID's project Make Decentralization Work and Metamorphosis – foundation for sustainable ICT solutions, a research was conducted in 10 municipalities in Macedonia. The objective of this research was to find out the opinions of the citizens on which municipal services should be first made available electronically.
The results of the research are available as a Catalogue of Local Government Electronic Services.
Seven bigger and three smaller municipalities were chosen: Karposh, Gostivar, Debar, Kavadarci, Prilep, Veles, Strumica, Chucher Sandevo, Zrnovci, and Krivogashtani.
A total of 850 persons were surveyed. According to gender of the respondents, there were 395 males (46.5%) and 455 females (53.5%).
The field research was conducted by the BRIMA-Gallup Agency from Skopje, from 19th until 24th of May, 2005.
