Целта на Академијата за е -власт е обезбедувањето основа за е-власт. WeGo проектот ќе пренесе знаење до целните земји. Сегашниот концепт е посветен на обука за е -власт кај националната и локалната администрација.
Од една страна, целта на концептот на обуката е да им се помогне на вработените да се запознаат со главните аспекти на е -власт. Само способниот и информиран персонал може да ги внесе целите и придобивките од е -власта во администрацијата и пошироко.
Од друга страна, специјалните експертски категории како што се раководителите на проектите за е-власт и развојните програмери имаат потреба од особено специфични насоки за имплементацијата и поврзувањето на специфичните компоненти на е -власт.
We-Go Academies represent training and knowledge transfer concept that may be applied in
various online and offline settings. As such they comprise of:
- Structured layout of knowledge localized to satisfy the needs of each of the
participating WB countries (Curricula);
- Training and knowledge content (Courses, Lecture Notes, and Case Studies).
This deliverable describes and delivers both the structure and the content of the prepared / planned e-Government trainings.
This deliverable reports on the status of training and knowledge transfer in other forms in the
participating WB countries, Austria and Estonia, in the period between 1 Dec 2006 and 31
Nov 2007 plus suspension period (up to July 2008).
The We-Go project aims at identifying the most recent interoperability status in Western
Balkan Countries compared to the European Interoperability Framework guidelines and at
developing recommendations of practical use when eGovernment services will be developed
and deployed locally in order to achieve pan-European compliance.
The deliverable describes in detail per Western Balkan Country – Bosnia and Herzegovina,
Croatia, Former Yugoslavian Republic of Macedonia and Serbia - the status of interoperability for each relevant layer like technical, semantic and organisational as well as governance aspects. The compliance analysis provides the basis for concrete recommendations and for dissemination activities in order to address and to overcome the identified gaps and where actions are recommended to be taken.
The We-Go Knowledge Net community is established by identifying relevant eGovernment
stakeholders in all Western Balkan Countries and organizing relevant activities with their participation. We-Go team participants actively contribute to this community, and the stakeholders can actively participate in sharing and communicating the knowledge about eGovernment services or in using the results of the We-Go Knowledge Net.
To offer the initial content for the We-Go Knowledge Net, the We-Go team participants made a deep analysis of implementation levels of existing eGovernment services and collected information about realized EU services and finally matched them. The desk research is a just one delivery which describes this relevant information and is the basis for the initial data stored in the form of electronic representation on local We-Go web sites in all WBC or published on the ePractice.eu portal.
This deliverable focuses on preparation of implementation plans for e-government related
trainings in the participating West Balkan countries – Bosnia and Herzegovina, Croatia,
Macedonia and Serbia.
The related work is carried out within framework of Task T.3.2.: Localization (Organisational
Concept & Adaptation of curricula), whose objectives are:
- To identify training institutions on a national level.
- To build up organisational framework within these institutions.
- To adapt and translate the curricula, prepared teaching material, and exams according
to demands of a specific country. Owners of the finished localised curricula are the
partnering institutions, who will decide on the execution of the future training.
The implementation plans were, therefore, developed and finalized with the above objectives in mind, and their goal was to enable and facilitate smooth implementation of future training and knowledge dissemination activities.
